'The heavens declare the glory of God, and the sky above proclaims his handiwork.' David is saying that the universe is preaching, all the time, to everyone.
'Declare' is in a continuous tense. The sky doesn't take days off. Sunrise, sunset, stars, storms — every day is another sermon.
The next verse: 'Day to day pours out speech, and night to night reveals knowledge.' Even the rotation of the planet is a witness.
