Paul says it twice for emphasis here and elsewhere — your works didn't save you. Even the good ones. Especially the impressive ones.
The reason is mercy. God's character, not your performance. Mercy is getting what you don't deserve. That's the engine of the Christian life.
'Washing of regeneration' is the language of new birth — being made new on the inside. Not a tune-up. A rebirth.
And 'renewal of the Holy Spirit' is in the present tense. Not just then. Now. The same Spirit who started the work in you keeps doing it. You're not maintaining your salvation — he is.
