The key word is 'dwells.' Not visits. Lives there. The promise of the psalm is for people who have made God's presence their address, not their vacation spot.
'The shelter of the Most High.' If God is the most-high, his shelter is the safest place that exists. Nothing higher to threaten it.
'Will abide in the shadow.' To be in someone's shadow, you have to be close to them — close enough that their body blocks the sun.
So safety in this psalm isn't a state of mind. It's a place. And the place is God himself. The closer you stay, the more covered you are.
