Joel 2:28: 'And it shall come to pass afterward, that I will pour out my Spirit on all flesh; your sons and your daughters shall prophesy, your old men shall dream dreams, and your young men shall see visions.'
In the Old Testament, the Spirit came on selected leaders — prophets, judges, kings. Most people lived without that experience.
Joel prophesies a day when God pours out his Spirit on all flesh. Sons and daughters. Old and young. No more limited supply.
On Pentecost, when the Spirit fell on the gathered disciples, Peter stood up and said: this is what Joel was talking about.
The Spirit's outpouring is the defining sign of the last days. If you belong to Christ, you have him. The promise is fulfilled in you.
