Psalm 91 starts with this: 'He who dwells in the shelter of the Most High will abide in the shadow of the Almighty. I will say to the Lord, my refuge and my fortress, my God, in whom I trust.'
Notice the verbs. Dwell. Abide. Say. Trust. Each one is something you do, not just something that happens to you.
'Dwells in the shelter' means he's not visiting on Sundays. He's moved in. That's an address, not a layover.
