Moses just died. Joshua is suddenly leading a couple million people into hostile territory. The first thing God says to him is: 'Have I not commanded you? Be strong and courageous. Do not be frightened, and do not be dismayed, for the Lord your God is with you wherever you go.'
It lands as a command, not a suggestion. God isn't asking how Joshua feels. He's telling him what to do with the feelings.
And the basis is the same as Moses got: I am with you. Not 'you're strong enough.' Not 'you've trained for this.' I am with you.
The same logic still works. Fear shows up uninvited. Courage is what you do with the fear when you remember who's with you wherever you go.
